1997 Blazer 4dr, 4WD Problem No 4hi, but 4 low.

I have a 1997 4 door Blazer LS, 4.3L Vortec V6.
I have the 3 button 4wd switch on the dash.
No Check 4WD lights come on.
My problem is this, if I am in nuetral, I can engage 4lo, but not 4 hi.
4 hi will not engage.
When I push the button, it blinks, but does not engage.
It seems like this is a common Blazer problem.
Can anyone tell me what might be the culprit?
I bought the Haynes manual, but no info on this problem.
I tested the switch with a meter, and it is fine.
Any help would be appreciated.
Other than this problem, the Truck runs fine.
But I live in Mass, and snow is coming, so 4wd, will be a must.
