1999 Chevy Blazer 4.3 V6 4X4

I have had this truck for 5 years,  the 1st two years I used the 4WD very few times, because it would not engage in very cold temps,  after that it would work very rarely, trying to engage 4hi the light would blink and go back to 2wd, I gave up
and would try to engage at begining of winter, flashing lights no 4wd.  Up until 2 weeks, that was it, then all of a sudden it starts doing this.....

4X4 selector switch on the dash will light up all lights at the same time, also hear control module clicking on/off over and over. This happens in park, in neutral, while driving (slow and fast speeds). But the worst is in stop and go traffic, the on/off is constant and the truck takes forever to get above 30 mpg.  I disconnected the transfer case motor, still trying to engage, clicking and lights flashing on/off.  The service 4X4 light is sometimes displayed and then goes away.  The sound really seems to come from the transfer case control module under the passenger kick plate, but is that what is bad or something else?  I reconnected the transfer case motor, same, then I took out the 4WD fuse, which for the moment has solved the clicking and lights, but in doing so the fuse that controls the 4WD also controls the FUEL GAGE, driver information system (so those are off), and makes the charging system indicator light come on.  Comments?  Solutions?  Help?  Thanks!
