There's no way that I know of to balance tires while they are on the vehicle. If he's using an accu-balancer with the center cones that come with it, he could be using the wrong cone. With ours at school, I have had to use the cone thats bigger than the one thats supposed to fit it, or else it will not give an accurate reading of what size weights go on.
Most of the time BFGs are almost perfectly balanced when you buy it, so mark where the weight are, take them off, drive it, and see doesn't it drive better.
I also have BFG Long Trails P235-75R15s, they required no weights at all, and ride great.

Mechanic recommends new bearing, idler arm and wheel alignment.
Ok so ALL data is hard to follow. It refers to unloading the torsion bar is this is neccesary for hub replacement if so how is it done without special tools.
