doesnt look like a shopping cart, it has multi directional scratches. looks like it got brushed by a vehicle forward and reversing.

It's just me (because I am a perfectionist and I hate imperfections lol), but I would hit it with at least some primer and duplicolor (maybe a little body filler depending on how deep they are) for now 1. to make it look a little better than that 2. if the sratches are deep, save yourself from further damage and higher repair costs (i.e. rust)
Does the store have security cameras in the parking lot. They should, maybe they have something on camera that can help you. If someone hit my blazer in the parking lot, I would scour the town for a car or truck with black scrapes on it and makle them pay. j/k

x2 on the multi-directional scratch. You've got a hit and run on your hands.
For cost you might want to look into learning some painting skills : )

I think thats plastic... but you could still hit it with the duplicolor or something to temporarily hide it until you can fix it.

Yeah that sucks dude. for a temporary/cheaper fix sand the area a little, then get some bondo/glazing putty and fill in the scratches, then sand it smooth, hit it with some primer, wetsand after primer is dry, then get some spray touch up paint, then you could clear it too. If you take your time with it, most people won't even be able to notice, only you would know its there. And the cost of fixing it like that should be less than $30.

its an EASY fix. A shop will charge about 100 bucks, and have it back the same day. That duplicolor is pretty much garbage on other than solid colors. You will need to get an actual gun and quality paint to lay down the metallics right. Take some 220 grit sandpaper, hit it with it, fill in the scratches with filler, sand the filler with 320, prime it with a filler primer, (any rattle can). sand with 600 WET. then your ready for paint.
to bad you don't live by me i could have that done and primed in about 15 mins.

think id rather get someone elts to do it cuz i never done anything like that, and i dont what to really mes it up more then what it looks like. but i still think its from a cart cuz if its from another car wouldint it have some paint.

not if it was a metal bumper.

That would be a very fast moving cart to do that. There's not enough force behind a cart usually to dig in that much.

My cousin was able to pick up a new bumper cover for his truck online. Not sure where he got it from, but it was the same color and in like new condition. I don't think it was all that bad of a price either.

Ditto on what Dav said about the security cameras. Time is important too, because even if they have cameras, you don't know how long they save the tape (or dig files) before they overwrite them.
Another thing...before I would work on it or take it to a shop, I'd also file a police report and give the cops the pix of the damage before I touched it. You never know, because they could stop someone randomly and see a suspicious scratch, and because you told them about it the person would be caught. Also, if you plan to file a claim with your insurance company, they would need to have a police report too.

Yah I work at a supermarket and ive personally seen carts due very similar the wind blows them slightly downhill or someone taps it with a car. When they hit all the metal bars rub up at angles. I have a couple bad spots on the plastic bumper cover too. Mine are from prior driver though not carts.
