TBI,screwing fuel pipe

Hi guys       

I am having a problem putting back my 2 Fuel pipes into the TBI unit.I hear a click when I push them in but I cannot screw them

I have removed the lower intake(Blown intake Gasket) and removed the crap from the treads,no luck.

Is there any tools like some kind of Tap  for bolts instead of tread holes?

Is there a way of removing these 2 pipe bolts off  without  taring down the Fuel  pipes?
