My old go-cart will do 58mph with a modified 5hp Briggs&Stratton motor and me on it (at the time I was 200lbs). But its about as modified as you can modify one. Higher compression, larger cam, larger carb, and all running on alcohol! I'm surprised I have never blown that engine! I used to drive it down the road with my hand on the mixture screw leaning it out until it would spit and spudder, then richen it back up for a few more RPMs! Friction clutch and everything goes to the ground once its locked up! Not to shabby for a home built little motor that started out life as a fertilizer pump motor! But seriously, that thing looks like some fun!
