your going to be lucky if you can get 2" out of the torsion bars. so id say yea its too much unless you want your truck noticably higher in the back

If your front suspension is worn at all, you'll get an inch or so of lift at most. Then with 3'' in the back, you're going to notice the forward slope. A little forward rake is classic SUV, but 2-3'' of rake seems a bit much for an unmodified blazer.

if they are 2 inch lift shackles you will get approximately 2 inches....

Well if you wanna get technical, you're going to get a drop out of '' 2 inch '' shackles. If you buy 2 inch LIFT shackles, theyre actually something like 4 inches longer than stock shackles. You take the increased length of the shackle, cut it in half (you're only lifting one side of the leaf spring) and that's your lift. So...if you go to Synergy Offroad, or Fabtech, something like that, and find 2'' lift shackles for a Chevy Blazer, you're going to get 2'' of lift on the rear end.

you'll actually lose about half an inch out of the given "height" of the shackle, so with a 2 inch lift shackle, which i think is like an actual 8 inch shackle, you'll really only be gettin about 1.5 inches of lift, so with your 3 inch lift shackles you'd be generating around 2.5, so even if you max cranked your tbars, you'd still have your forward rake, unless your leaf springs are worn to hell and saggin, then you might come out about even.
