I let my foot off the gas and there is a rubbing/whining noise from the rear end what do i need to do to fix it

Well..first step is to start with your tires, and work inwards.  A visual inspection would be best.  Look for cupping on the tires, any abnormal wear...etc.

Do you feel any vibration in conjuction with the noise, or is it just a whine?

Probably a problem with your rear differential/rear axle. 

Another member has a similliar problem, a mechanic traced it to the rear end.  I'll let you read the rest.

Sounds like a possible pinion bearing or gears in the rear diff.
If you jack up the truck and have it on stands (solid), then you can listen at the rear diff. I use a long screwdriver, put the handle to my ear and the blade on the diff housing in different areas til I hear it the loudest.
Drain the diff oil and use a magnet to see if there's a lot of metal in it.
Clean off the gears with brake parts cleaner and inspect the gears for wear.

Deffinitly sounds like a rear diff. problem, best bet is to follow chevy lover's advice and take the cover off and clean it out, after you clean it if possible take some pics of all the gears and ring and post them up so we can take a look and investigate this further!!

And make sure you get a cover with a magnet!  Apparently we're all supposed to have a magnet in there...but mine and tripleblack's were magnet-less

I found another problem today, It turns out I need a steering box. My find found all the parts for cheap. 150 for everything good thing I know someone in the salvage business
