Get the PCM tuned for higher octane fuel and matched to whatever other mods you want to do would be the cheapest/most bang for the $

Headers could help, but usually you won't see an increase from headers without doing the rest of the exhaust (high flow cat, preformance muffler..).  And then you won't see a real boost from exhaust alone, you need Intake as well as better exhaust flow...so that puts you to a CAI...

And then there is the argument that even with a better intake and exhaust, you won't see much gain without modding to let the engine handle the better breathing...so you'll need the tune or better plugs/wires maybe..

Haha what a slippery slope.

Don't take this the wrong way (most everyone does though), but have you searched?  These type of topics have been discussed in quite a few areas.  Try a few different criteria, pretty much anything you can think of.

I got an improvement from just putting the new muffler on

I changed my Oil and Added in synthetic oil and used some fuel injecter cleaner and it bumped me from 15 MPG to 19-20 MPG
