lights STILL flickering

ok so ive checked my battery connections and cleaned the terminals, checked the wires on the alt and checked my headlight connections (the wire to make my halo''s light up) and ive gone to the parts store to have the check my battery and alternator and they say everything is working just fine so if everything seems fine why are the lights still flickering im open to any and all suggestions thanks guys.

and the volt meter in the truck is reading anywhere from half way (14vlots) to about 2 lines past that if that helps at all

well maybe ill just have to pick a new one up to see it that takes care of it lol 10mins is pretty quick tho my best time is about mins
