Do I need to evacuate the a/c system to replace the acumulator pressure switch  on a 2000 chevy blazer ?

No.  Any of the sensors on the back of the compressor require that the system be evacuated, but the low pressure / cycling switch located on or near the accumulator does not require the system be evacuated to change.  It has a check valve that will prohibit the release of the refrigerant from the system.

You will want to have a new o-ring if it doesn''t come with the replacement switch.  You will also want some PAG oil to use as a lubricant for the new o-ring.  Once you get the old switch out, clean the sealing surfaces with a clean, lint free cloth.
