i have been trying to fix this problem with my 1996 blazer 4x4 and the problem is when i go past like 20 and let go of the gas it stays at the same speed and sometimes it speeds up and when i stop from goin over 20 or so it feels like the car keeps wanting to go foward i have never heard of a car doing this can anyone help shed some light on my problem please it gets annoyong and it gets dangerous because it feels like im fighting the engine to stop

Sounds like you may have a sticking throttle.  I would remove the cables from the throttle body and determine if it is a problem in the cable or in the throttle shaft/plate itself.  I'm betting that the shaft/plate is the problem.  If that is what you find, then I would recommend that you remove the TB and thoroughly clean it with some sensor safe carb cleaner.  Remove the IAC (idle air control) valve and clean the bore that it goes into as well as the pintle on the end of the valve, being careful not to move the location of the valve.

You might also check for a vacuum leak.  If you have a vacuum leak, it can make the vehicle idle faster.

im going to soon replace all the old vacuum hoses with new ones and i will see what that does
